It basically allows the user to tweak the sky to match the conditions. It is a sky enhancement tool to change the way the sky, sun, moon and clouds looks in the simulator.

Covered in this thread: Aerosoft Sky Tools Free V 1. When x-plane is active, just copy the new skycolors into the correct folder, open x-plane menu at " Special - Show Sky Colors" and hit the "reload all".
